3xx denotes a trials missile. 304 became 04 when in service, but as we can see, that's not some sort of rule but rather an exception. Sometimes there looks like there's a system to the designations, but it can't have been a rule and it's certainly not chronological either. I'm not sure about what "gaps" really are.
