In 1940 a new designation scheme was introduced, where each type, even if used in different roles, was to get only one number, and variants given suffixes A, B, C and so on. Saab 17 was the first aircraft to get its version (re-)designated with this system. The obvious exception is Sk 16 Harvard, which presumably got its designation long before service entry.
